E-DIH.LT is a European Digital Innovation Hub (EDIH) implementing the project “Digital transformation of the industry, agriculture and energy sectors in Lithuania”. It is not a conventional grant call: support is provided not as a cash payment but as free expert digitalisation services, whose value to the recipient is accounted for as state aid or de minimis aid.
In the wording of the project website, the hub's services are intended for “Lithuanian companies operating in the industry, agriculture and energy sectors”. The project description states that the hub enables agri-food, energy and industrial companies and public authorities in the Western and Central Lithuania region to implement digital solutions. The European Commission's EDIH catalogue defines the target groups more broadly: industrial small and medium-sized enterprises (SMEs), small mid-caps, public institutions and civil society.
Three EDIHs operate in Lithuania in total, selected in June 2022 in a European Commission competition (according to the Ministry of the Economy and Innovation): E-DIH.LT (coordinator – the Lithuanian Innovation Centre (Lietuvos inovacijų centras); coverage – Central and Western Lithuania), EDIH Vilnius (coordinator – Sunrise Valley Science and Technology Park (Saulėtekio slėnio mokslo ir technologijų parkas); coverage – the Vilnius region, target group – SMEs and public-sector organisations) and DI4LithuanianID (coordinator – Kaunas University of Technology; also Central and Western Lithuania). For companies in Vilnius county, EDIH Vilnius (edih.lt) is the primary point of contact.
The defining feature of this mechanism is that clients do not pay for the services (the website states directly: “Clients do not pay for the services”), i.e. the services are 100% subsidised for the recipient. The value of the services provided is accounted for as aid according to the recipient's category: “for SMEs – state aid; for large companies – de minimis; for public entities – not state aid.”
The project is worth EUR 2,601,330 and is funded by the European Union's Digital Europe Programme (DIGITAL). According to the Ministry of the Economy and Innovation, each Lithuanian EDIH receives between EUR 0.5 and 1 million per year from the Digital Europe Programme, with the state contributing matching co-financing – a total of EUR 1–2 million of investment per year per hub. No fixed minimum or maximum support amounts per recipient are published: the value of the aid depends on the scope of services actually provided. In exceptional cases (for example, missions abroad or the services of foreign experts), specific costs are agreed in advance.
Since the support is provided as services, “eligible costs” here means the basket of services received free of charge. E-DIH.LT publishes eight service groups:
1. needs and opportunities assessment; 2. action planning; 3. information about technologies; 4. technology and partner search; 5. funding search; 6. training and education; 7. expert consultations; 8. test before invest.
The technology areas cover robotics, the Internet of Things, artificial intelligence, augmented reality, process automation, cybersecurity and cloud solutions; the European Commission's catalogue lists high-performance computing, artificial intelligence and cybersecurity as the priority technologies. The training section of the website features, among others, courses on artificial intelligence and digitalisation in the energy sector, cybersecurity and personal data protection, and artificial intelligence tools for productivity.
As of 11 July 2026, the activity is open: the project implementation period is 2026-01-01 to 2028-12-31, and the hub is listed as operational in the European Commission's catalogue. There is no fixed application deadline – services can be requested at any time, directly from the consortium's consultants. Individual events and training courses have their own registration deadlines and limited numbers of places, so advance registration is essential. Specific terms for individual services, where not stated on the website, will be published in the call description or agreed with a consultant.
1. Check your geographic and sector fit: for industrial, agri-food or energy companies in Western and Central Lithuania – E-DIH.LT; for companies and the public sector in the Vilnius region – EDIH Vilnius. 2. Assess your SME status – it determines whether the value of the services received is accounted for as state aid or as de minimis aid; large companies should check their remaining de minimis headroom in advance. 3. Formulate a specific digitalisation need (processes, data, potential artificial intelligence use cases) – the first service is usually the “needs and opportunities assessment”, so a clearly defined need speeds up the work. 4. Get in touch directly via the “Consultants” section of the website: the Lithuanian Innovation Centre (Lietuvos inovacijų centras) advises on digital technologies and strategy, AgriFood Lithuania on the agri-food sector, the Lithuanian Energy Institute (Lietuvos energetikos institutas) on energy, and experts from the Lithuanian Confederation of Industrialists (Lietuvos pramonininkų konfederacija) and the Lithuanian Innovation Centre on innovation funding. 5. If you are planning a technology purchase, make use of the “test before invest” service first – it lets you try a solution out before buying it. 6. Follow the training calendar on the website and register in advance – places are limited.
